Trading exchange and competition in the procurement market

The launch of the Trading Exchange project should work to increase the level of competition in the Moscow procurement market and openness in working with investors.

This was stated by Natalya Sergunina, Deputy Mayor of Moscow in the Moscow Government for economic policy and property and land relations, during the press conference “Trading Exchange: a new format of relations between business and government.”

“Our task is to prepare and inform business representatives as much as possible so that they can take part in city auctions, so that investing in the capital is transparent, competitive and, most importantly, convenient for business,” she noted.

The new project will help establish a direct dialogue between participants in the public procurement system and the authorities, says Natalya Sergunina.

“We will be able to respond quickly, thereby becoming closer and more convenient for the consumer,” noted the deputy mayor.

N. Sergunina is convinced that a popular element of the “Trading Exchange” will be a book of complaints and suggestions.

On the site, users will be able to quickly exchange proposals for improving the system.

Analyzing the situation in the capital’s procurement market today, the head of the Moscow City Department for Competition Policy G. Dyogtev noted that “business is getting younger.”

“Young entrepreneurs aged from 25 to 45 years work in the procurement market today. These people are tailored to modern technologies, so it is important to give them the opportunity to receive information in a convenient form, and, if necessary, undergo training and receive consultations,” emphasized Gennady Degtev.

He drew attention to the increase in the number of suppliers from the regions; currently 10 percent of suppliers on the supplier portal are represented by regions, while a year ago there were 4 percent.

“Today we see that due to increased awareness and the introduction of electronic tools, the number of participants in auctions is growing, the efficiency of the investment process in the segment of land and property relations has increased by 30 percent compared to last year,” said G. Degtev.

Participants in the “Trading Exchange” project are three electronic platforms, the city’s investment portal, the supplier portal and the Moscow City University of Management of the Moscow Government.

“University teachers are involved in the project, because training is a strategic goal of obtaining qualified specialists,” emphasized G. Degtev.

The project will be presented within the framework of the “Information City” Pavilion of the Department of Information Technologies opened at VDNKh, noted G. Degtev.

The head of the Moscow Department of Information Technologies, Artyom Ermolaev, spoke about how VDNKh is becoming an innovative platform for the city of Moscow, where residents and guests of the capital can not only take a walk, but also gain useful information and get acquainted with modern information technologies, including. This is exactly what can be done in the Information City pavilion, the exhibition of which has already been visited by a quarter of a million people, 60 percent of whom are between the ages of 22 and 45.

Artem Ermolaev expressed hope that the symbiosis of information technology and human communication will give corresponding effects to small businesses.

“Despite the large number of information sites, nothing can replace human communication, and before a person goes into the virtual environment, it is necessary to tell how it all works, so it is extremely important that people do this,” concluded A. Ermolaev.

The creation of a single information center with the opportunity in one place to get acquainted with sites and undergo training for further training is very useful for business, noted Alexander Bogza, General Director of the State Budgetary Institution Small Business of Moscow.

“Entrepreneurs are actively involved in the new reality of government procurement, and the creation of such a project is very interesting for the business community,” said A. Bogza.

Ian Goldin, commercial director of Office Market LLC, a company that in 2014 received the title “Supplier of the Moscow Government,” noted that standardization of all processes will greatly simplify work and establish interaction with all sites.

The grand opening of the Trading Exchange will take place on December 10 as part of the II International Conference “Moscow Contract System: Government and Business against Corruption.”

The “Trading Exchange” at VDNKh will unite not only official operators of electronic auctions for commercial and government tenders, government procurement and government orders, but will also become a training center, trading platform and laboratory for testing innovative solutions in this area. There will be platforms for electronic trading, stands of the Investment Portal and the Supplier Portal, training for specialists in the field of public procurement will be provided with the opportunity to receive certificates from the Moscow Government University of Management, as well as familiarization with the public procurement system in a playful way using the game “School of the Future Supplier”.

Principles of a conscientious supplier

The Office Market company has been in the capital's government procurement market for a long time. In 2014, the company became number one among the suppliers of the Moscow Government. As Ian Goldin, commercial director of Office Market, notes, the company has been fighting for this high status for several years, and most recently received yet another confirmation of the quality of its services by becoming an ambassador of the Supplier Portal.

“The first time we won a tender on the Supplier Portal due to the fact that we reduced the cost of the lot by 35 percent,” recalls Ian. “Besides us, there were four other tenderers. It was important for us to start working with the Portal, so we offered the minimum price. This was the supply of chairs for the conference room of one of the clinical hospitals. Since we work directly with manufacturers, we can offer attractive prices without compromising business.

According to the top manager, over the past six months the company has increased its participation in tenders placed on this site by 30 percent. The assortment matrix of supplied products has also expanded. At the same time, this electronic resource itself has changed - competition has increased significantly due to the arrival of regional entrepreneurs who want to work with the capital's government orders.

Entrepreneurs who are just thinking about starting to work with the portal can learn from the experience of ambassadors at business meetings organized by the Department. And for the latter, high status is an image component, an additional guarantee of the quality of their goods and services in the eyes of potential clients.

Jan Goldin, as a true ambassador, is interested in improving interaction between the city and the business community. He has a number of proposals, one of which is to start working on an advance payment basis with ambassadors, that is, with entrepreneurs who have proven their transparency and reliability.

“Otherwise, it turns out that small businesses, in fact, lend to customers,” sighs Ian. – I propose to reconsider these standards, at least in relation to bona fide suppliers. And there simply shouldn’t be any others on the Supplier Portal! And the task of the ambassadors, among other things, is to prevent this from happening!

Ambitions to fly to the moon

How can you immediately increase your customer base by 20 percent and expand your sales geography without spending on advertising? The founder of the Office Market company, Jan Goldin, knows the answers to these and other business questions.

He came into business early, almost at the age of 18. By this time, he managed to obtain a secondary vocational medical education and enter the psychology department of one of the Moscow universities.

“I wanted to provide myself and my loved ones with a high quality of life, so I very quickly realized that I was unlikely to work in my specialty,” recalls Ian.

Simultaneously with his studies, Ian worked for a year in a pharmaceutical company. Until in 2004 he created the Office Market company with partners. The young entrepreneur started with the supply of stationery and household goods. Today there are more than 300 thousand positions on the website of the Office Market group of companies.

“We provide comprehensive services to organizations, from laying asphalt to supplying air conditioners,” says Jan Goldin. — We supply a full range of goods necessary for the operation of an office or enterprise. We are ready to provide our clients with literally everything, except excisable and licensed goods.

For example, Office Market supplies special machines for washing aircraft to aviation enterprises, and general construction materials, electrical equipment, and plumbing to Baikonur. Among the orders of the group of companies are the construction of sterile premises in laboratories and operating rooms for medical institutions, the supply of medical and industrial furniture, fire-fighting equipment, tea, coffee, detergents, workwear, the provision of printing and other advertising services.

20 percent customer growth due to the portal
“True, there hasn’t been an order for the Moon yet,” comments Ian. - But if an application is received for it, we will definitely fulfill it!

A real chance for small businesses
The expansion of the Office Market assortment is both a cause and a consequence of an increase in the client portfolio. And for this, Ian is grateful to the supplier portal. When starting cooperation with this resource, the future ambassador expected its effectiveness, but the reality even exceeded expectations. Over the course of several years, thanks to the Office Market portal, the pool of clients increased by 20 percent. Today, 60 percent of the portfolio are state-owned enterprises, the rest are commercial structures.

“I recommend everyone to register on the supplier portal: this is a great opportunity to expand the client base with paying customers,” says Yang. “Thanks to this resource, working with government orders has become clear and transparent, and small businesses have a real opportunity in market conditions to expand cooperation with government agencies.

Ian's company participates in 130 electronic auctions a month, winning about a quarter of them. Over the past six months, the Office Market company has increased participation in tenders by 30 percent. The portal also allows you to expand the geography of supplies. A clear interface, a simple registration system, a technical support service that works like clockwork, a convenient cataloger and a filter system make this service friendly even for people who have not previously used electronic trading platforms.

Competition decides everything
Recently, the number of both customers and suppliers on the portal has increased - this is a consequence of the increasing popularity of the service, Ian Goldin is sure. The entrepreneur is happy about this even though the percentage of tenders won has decreased due to increased competition.

— The popularity of the portal means not only new suppliers, but also new customers. This means an opportunity for contract executors to expand their client base. In business, competition decides everything, and rightly so, says the entrepreneur. — Even a beginner who just registered yesterday as an individual entrepreneur can register on the site and win the tender.

Office Market is not afraid of competition, because, as the head of the group of companies notes, for the first ten years they worked for their reputation, and today their reputation works for them. In the last two years, Ian Goldin associates the success of Office Market with the development of the supplier portal, and he is sincerely interested in its promotion and improvement.

“Together with my colleagues, I have repeatedly proposed opening up the possibilities of this virtual platform for customers - commercial companies, so that not only state and municipal enterprises, but also private businesses can conduct tenders here,” the founder of Office Market shares the project. — This issue is currently under discussion. But such an opportunity would help the bilateral development of small businesses. On the one hand, this allows you to expand your client base, on the other hand, in the case when a small business itself becomes a customer, it allows you to simplify competitive procedures and business processes associated with choosing a contractor. The tender algorithm is clear, simple, and the winner is determined automatically, which eliminates abuse by tender organizers.

“I am proud of my ambassador status and am ready to make every effort to make the supplier portal more in demand in the business community,” concludes Jan Goldin.

In addition to the status of ambassador of the supplier portal, the Office Market group of companies was awarded the title “Supplier of the Moscow Government”; the corresponding status was awarded to the management of the group of companies in 2014 by Moscow Mayor Sergei Sobyanin.

The Supplier portal announced the names of the first ambassadors

The supplier portal named the names of the first entrepreneurs who became ambassadors of the online resource, created as a digital tool for small-volume procurement.

The first ten entrepreneurs have been selected who will begin to actively broadcast the values of the supplier portal, said Gennady Degtev, head of the Moscow City Department for Competition Policy.

“Among the portal’s ambassadors there are those who “grew up” with it, and who came not so long ago, but have already earned the trust of customers. There are newly created companies with a staff of five people and already established companies that employ hundreds of specialists. All these people have gone through a serious journey of establishing their business and can already share useful experience not only with other entrepreneurs, but also act as experts in the industry discussion of the development of the contract system with government representatives. The supplier portal has become a window of opportunity that is open to everyone who wants to work with small-volume procurement. I really want this resource to develop together with those who are not afraid of the challenges of time and technology, who are ready to help improve the Internet resource, making it even more convenient, more understandable and transparent, and, more importantly, with those who have there are ideas and proposals for improving it,” noted Gennady Degtev. At the first stage, ambassadors are faced with the task of jointly developing the usability of the Internet resource and working to replicate successful experience with regional suppliers.

“We have already received the first proposals from ambassadors on how to make the resource even more convenient, what options may be useful. There are real ideas for technical content, attracting new entrepreneurs to participate in procurement, and conveying important information to customers. All these proposals are very important and will be further developed,” said Gennady Degtev. The supplier portal faces another important task, says one of the ambassadors, General Director of 3DQuality LLC Ivan Laptev. This is the destruction of business skepticism towards procurement, Laptev believes.

“The supplier portal is not just a technical resource, it is already a new paradigm for building relationships between business and government. It is based on the development of free and healthy competition. And the supplier portal ambassadors must carry this new paradigm, showing that working with orders is easy and efficient,” adds Laptev. Today, the supplier portal has more than 150 thousand users from different regions of Russia. In addition to the chance to bring real benefit to an audience of thousands, the title of ambassador is a unique opportunity to participate in the development of the institution of government procurement, says Evgeniy Stepanov, CEO of the Consul group of companies.

“The title of ambassador allows you to build a real dialogue with the authorities. It is very valuable to be able to express your suggestions, as well as observations that have accumulated over the years of doing business. The supplier portal is a business elevator that can turn yesterday’s student into a supplier for government agencies. It is very important and valuable to be involved in these processes,” adds Evgeniy Stepanov.

List of supplier portal ambassadors:

  • Yan Goldin, Office Market LLC
  • Ivan Laptev, 3DQuality LLC
  • Alexey Liseev, Medicom LLC
  • Alena Kokueva, TP Jaguar Center LLC
  • Anton Khrekov, IP Khrekov Anton Viktorovich
  • Olga Shirokova, ARAKS company
